New Westminster has some of the oldest infrastructure including the highest percentage of combined sewers per kilometer of sewers in Western Canada. Metro Vancouver member municipalities are required under the Regional Integrated Liquid Waste and Resource Management Plan (ILWRMP) to develop and implement Integrated Storm Management Plans (ISMPs) to better manage storm water and protect their watersheds. Furthermore, New Westminster has developed a Water Asset Management Plan (AMP) to prioritize replacement of old cast iron mains in the City. The City has approximately 210km of watermains in the city, of which 50% (105km) are old unlined cast iron watermains. The City of New Westminster will implement the Water AMP, the ILWRMP & Citywide ISMP goals and actions and achieve the following project objectives in the West End area of the City for 16th, 18th, and 20th Street catchments:

• Installation of 8.4km of storm sewers
• Installation of 3.3km of watermains
• Installation of 24 infiltration bulges (rain gardens)
• Installation for 3 permanent flow monitoring stations

RAM is providing consulting services to the City’s Engineering Department for planning and executing selected portions (16th, 18th, and 20th Street catchments) of the West End Sewer Separation, Green Infrastructure, and Watermain Rehabilitation Project.

The scope includes:
Management of procurement processes for design and construction services in accordance with municipal requirements, oversight and coordination of the design consultant team, including contract administration and technical deliverable reviews, acting as the City’s representative during construction, providing project oversight and contract management, implementation of cost control, budget tracking, forecasting, and project accounting throughout design and construction, preparation of detailed monthly progress reports addressing schedule performance, budget status, change management, look-ahead activities, risk assessment, mitigation strategies, and photographic records, coordination and resolution of warranty deficiencies, facilitation and chairing of regular coordination meetings with the City of New Westminster project team, Steering Committee, Design Consultant, and Contractor, coordination of as-built documentation and submission of Tangible Capital Asset (TCA) reports in compliance with City standards, management of construction closeout, turnover, and preparation of the Project Closeout Report, provision of continuous improvement recommendations to update the City’s Engineering PM Framework

The project eliminated combined sewer overflows, reduced flooding risk, and decreased untreated wastewater to the Fraser River while renewing aging watermains, supported reliable fire protection and improved water quality for residents. Rain gardens reduce runoff, filter pollutants, recharge groundwater, and support urban habitat while flow monitoring provides data to guide long term system capacity, asset management, and planning for future growth and climate resilient infrastructure.
