About the Project

The Silver Skagit Road Flood Recovery project was a $35 million emergency infrastructure rehabilitation initiative led by Binnie following the November 2021 atmospheric river event in BC. The storm caused severe damage at more than 30 locations along Silver Skagit Road between Hope and the United States border, including roadway failures, embankment erosion, and culvert washouts. Identified by the BC Ministry of Transportation and Transit (MOTT) as a critical priority, the project focused on restoring safe access along a vital industrial and regional corridor while enhancing long-term climate resilience.

As the lead engineering consultant, Binnie delivered emergency response engineering, detailed design, and construction support under compressed timelines and with limited survey and geotechnical data. Solutions were developed through engineering judgment and close collaboration with the contractor and field teams as site conditions were progressively revealed. Design responses ranged from riprap reinstatement and embankment armouring to full roadway realignments, temporary creek diversions, major culvert replacements, and extensive fish habitat offsetting works in environmentally sensitive areas.

Rather than simply reinstating pre-storm conditions, the project incorporated infrastructure upgrades to better withstand future extreme weather events. Improved hydraulic capacity, enhanced erosion protection, and site-specific resiliency measures were implemented throughout the corridor. The project enabled partial reopening for industry access in 2022 and full corridor recovery by 2025, restoring a critical transportation link while delivering durable, climate-adapted infrastructure.

Approach

Binnie’s approach combined rapid emergency response with adaptive, field-informed engineering to address extensive corridor damage under highly constrained conditions. Immediately following the storm, the team prioritized restoring access while designs evolved in parallel with construction, using limited survey data, field reconnaissance, and contractor feedback to inform solutions as conditions were uncovered.

Working closely with the MOTT and the contractor, Binnie developed practical, buildable designs that balanced speed, safety, environmental sensitivity, and long-term resilience. Site-specific solutions were tailored to varying hydraulic, geotechnical, and environmental constraints and included roadway realignments, upgraded culvert capacities, erosion protection, and temporary creek diversions.

Environmental stewardship was integrated throughout the approach. Many sites were located within sensitive waterways and constrained terrain, requiring coordination with environmental specialists to minimize impacts and protect fish habitat. Significant fish habitat offsetting works were incorporated, including the design of connected spawning ponds informed by live field data and hydrologic analysis.

Through multidisciplinary coordination, collaborative problem-solving, and adaptive design, Binnie delivered resilient infrastructure solutions while meeting the urgent access and recovery objectives of the MOTT.

Results

The project successfully restored access along Silver Skagit Road following catastrophic storm damage, enabling partial reopening in 2022 and full corridor recovery by 2025. Infrastructure upgrades improved resilience to future extreme weather while minimizing environmental impacts. The project re-established a critical transportation corridor, enhanced fish habitat, and delivered long-term value through durable, climate-adapted design solutions.
