About the Project

The November 2021 Atmospheric River Event swept through southern British Columbia, causing major flooding and damage to public infrastructure. Highway 8 in the Nicola Valley suffered extensive infrastructure damage with 25 sites losing at least one highway lane and over 7km fully lost. Highway 8 is a critical corridor linking residents, businesses, communities and the Nlaka’pamux Nation with cultural, archaeological and environmental sensitivities. The road closure displaced many people and cut off access to essential goods and services. Phase 1 reopened Highway 8 by November 2022. Phase 2 focuses on re-establishing the highway to pre-event condition, strengthened with resilient riprap protection and modernized drainage to better withstand future extreme weather. The Highway 8 Corridor Phase 2 Recovery is delivered through Projects A–F. The AECOM-led Multidisciplinary Design Team, with ISL, KWL and Stites Co., is responsible for Projects D and E east of Spences Bridge. The scope transformed temporary emergency works into permanent infrastructure meeting current standards while adhering to Disaster Financial Assistance Arrangements criteria. The recovery required advancing best-for-project solutions that balanced standards, resiliency, funding and avoidance of disturbance to sensitive areas.

Key elements included road reconstruction, geometric refinements, drainage improvements, safety enhancements, Nicola River erosion protection using robust riprap systems, environmental enhancements and geotechnical design. The guiding principle was reinstatement to pre-event condition while meeting DFAA requirements and modern safety standards. Variances in drainage, slopes and hydrotechnical design were accepted by the Chief Engineer, reflecting confidence in the team’s engineering judgment. To meet Fall 2025 completion, conceptual, preliminary and functional design were compressed into a single Scoping Deliverable, enabling detailed design and tender within five months.

Approach

The Nicola Valley corridor is an area of cultural and archaeological significance to the Nlaka’pamux Nation. The design approach prioritized avoiding disturbance beyond the existing highway footprint and minimizing encroachment into sensitive Nicola River habitat supporting migrating salmon species including the critically endangered Thompson Steelhead. Strategies included optimizing highway cross-sections to reduce footprint, avoiding expansion into undisturbed ground, advancing drainage solutions aligned with existing conditions, retaining context-sensitive corridor design and supporting risk-informed Owner decisions balancing protection with preservation. Significant fish habitat was lost in the 2021 flood event. Where in-water works were required, environmental offsetting focused on the most impacted areas while considering Indigenous community input. Side-channel juvenile fish habitat and riparian planting of native vegetation were constructed. This approach demonstrated respect for Indigenous knowledge and land stewardship while maintaining public safety and infrastructure reliability. Projects promoted Indigenous community involvement and labour reporting for underrepresented groups. For Project D, the successful construction proponent was a 100% local Indigenous-owned business, resulting in over 17% of work hours delivered by Indigenous persons, 39% by under-represented groups, and 60% by persons local to the area.

Results

The Highway 8 Recovery restored a critical corridor serving residents, businesses and the Nlaka’pamux Nation. Eight washout sites were fully reinstated with improved safety, drainage, riprap resilience and risk-optimized geotechnical design. Delivered from concept to tender in five months, the project minimized environmental footprint, implemented fish habitat offsetting and restored safe connectivity while supporting Indigenous economic participation and community resilience.
